Leveraging law and politics to abolish the death penalty for drug offences

Please join us on Monday 17 April 2023 for a special high-level side event held during the Harm Reduction International Conference 2023 (HR23), featuring a keynote address by H.E. Tsakhia Elbegdorj, Former President of Mongolia, and closing remarks by H.E. Helen Clark, Former Prime Minister of New Zealand.

This free event is co-hosted by Harm Reduction International, Capital Punishment Justice Project, Eleos Justice - Monash University and the Anti-Death Penalty Asia Network (ADPAN).

Following a concerning surge in executions for drug offences in 2022, the panel will discuss legal, political, and trade tools available to abolitionist governments to promote abolition - both in relation to drug offences specifically, and as part of broader efforts to abolish the death penalty in all its forms.

Confirmed speakers include:

  • H.E. Tsakhia Elbegdorj, Former President of Mongolia and Commissioner, International Commission against the Death Penalty (keynote address)

  • H.E. Helen Clark, Former Prime Minister of New Zealand, Chair, Global Commission on Drug Policy and Commissioner, International Commission against the Death Penalty (closing remarks)

  • Mary Ellen Miller, Assistant Secretary – Human Rights and Social Inclusion, Australian Department of Foreign Affairs and Trade

  • Karen Gomez Dumpit, Former Commissioner, Commission on Human Rights of the Philippines

  • Kirsten Han, Journalist and death penalty abolitionist
